This is deskboard of town Liepaja in Latvia.

I'll provide a short technical description here, but you can try it online.
This site has been built using JSP/Servlets plus XML/XSLT technologies and supports three languages in interface.
Site uses frames. It gives the possibility to use mixed encodings and load only new data.
Login and message system in UTF-8, main frame in native encoding.
This way provide users with possibility to read responses to the advertisements, in any language.
On the other hand frames reduce the traffic for main content.
